Help with Paint

I have fender trim which is chrome and was thinking about removing it for a cleaner look.  Its been on there for six years now and time to take it off.
 
I took one off and the paint is yellow underneath it.  I have tried rubbing compound along with wet sanding with 1000 grit sand paper.  The yellow seems to be imbedded into the paint.
 
Does anyone know how to remove the yellow?
