Is this normal? 
 
when I was working today putting in my new 140mph guage cluster..
and under the driver column I find someting that doesn't look factory.
 
 
 

 
Here's some duct tape put there to shield or insulate the wires I gues,
obviously somone has been under here before....
 

 
Has anyone seen stock wires like this?

Those are wire taps maybe for an alarm or remote start ? makes install much easier
